But it makes me wonder why he did't just go down the OHW route and ignore it altogether. As it stands he has a chunk of rules for doing something which you're rarely, if ever, going to do. I believe that in most battles of this war the men advanced to musket range, forming a firing line, and had at it until one side broke and left the field. At Gettysburg, Chamberlin charged with the 20th Maine only after running very low on ammunition. Pickett, in the same battle, charged Union gun batteries initially, and just reached them. He sucess was thwarted by Union infantry coming up and pouring musketry into his ranks. However, when hardened long time wargames look at them they see the inconsistencies inherent in the system. I think you'd be better off tinkering with the One Hour Wargames rules.
